  Partner & Operations Manager

  David has more than 30 years of experience in municipal, residential, commercial and industrial projects. His past experience included directing and managing, marketing in the civil engineering and construction of land development projects. He is responsible for the Quality Control/Quality Assurance of all TSC projects as well as management of various land development assignments and management of Water/Wastewater design team

• Terry Cheng P.E., R.P.L.S.

  Partner

  Terry has more than 30 years of diversified experience in transportation, municipal, institutional, and commercial projects. Some of his current and former boards of directorships include the American Leadership Forum, American Society of Civil Engineers, Asian American Engineers/Architects, Chinese American Lions Club, Greater Houston Partnership, National Society of Professional Engineers, Salvation Army, Texas Society of Professional Engineers, and the United Way.

• Nelson B. "Barb" Nuckles, P.E.

  Chief Engineer

  Mr. Nuckles has over 45 years of experience in Program, Project, and Construction Management; Public Involvement; PS&E’s; QA/QC; Permitting; and Deliverable Production. He has managed major public multidisciplinary projects in Texas, across the USA, and Internationally. He has worked for both the private (development and oil and gas) and public sector clients. He has experience in the fields of transportation, public works, freight, public transit, financial studies, airports, waterways, land development, disaster recovery, and security. He is a Registered Professional Engineer in Texas, Oklahoma, Arkansas, Kansas, and North Dakota.

• Marion R. Clark, R.P.L.S.

  Vice President

  Marion is Vice-President of TSC Surveying dba GeoSurv, Inc. and has more than 50 years diversified Surveying experience. Mr.Clark is registered with the Texas Registered Professional Land Surveyor and TxDOT pre-certified. He is also a member of the National Society of Professional Surveyors, the International Right-of-Way Association (IRWA), and the Houston Association of Professional Landmen (HAPL). Mr. Clark serves as the Operations Manager for all surveying services.
